Robert Triozzi, Italy
Chief of Operations
Robert Triozzi has been fighting fires since December 1975 beginning his career as a firefighter, then Engine Company Lieutenant, with the Harrison, New York Fire Department.

As Fire Captain he served as the Fire Protection Officer for the U.S. Embassies to Rome, Italy and the Holy See (Vatican). After many years at the Embassies he transferred to Vicenza, Italy to the NATO headquarters of the Southern European Task Force (SETAF).

In Vicenza he created and organized the Fire Department for the SETAF Military Community at Caserma Ederle.

In 1993 he went to Sarajevo, Bosnia Herzegovina to help the United Nations Protection Force (UNPROFOR) in assisting the firefighters there during the war. In 1994 Triozzi was promoted to Assistant Chief.

He returned to Rome in 1996 where he assumed the role of Fire Protection Officer for United Nations Headquarters there and all field offices dependent on the Rome HQ.

His observations of the conditions of the Kosovo Fire Service and his proposal on how to reorganize it by putting together a team of hand picked fire officers from 7 countries on 3 continents in June of 1999 led to his promotion to United Nations Fire Chief.

Subsequent to the end of the United Nations Fire Rescue Operations in Kosovo Chief Triozzi created the FIRE RESCUE DEVELOPMENT PROGRAM.

Chief Triozzi has worked with firefighters in over 30 countries on 5 continents. He has trained firefighters in 12 countries, has created and organized fire departments in 4 countries and has fought fires in wartime conditions in 4 countries.



Francesco Rossetti, South Africa
Command Chief
Francesco Rossetti served with the Johannesburg Fire Department in South Africa and is a twenty-year veteran in the fire service. Currently he serves with the Fire Rescue Development Program (FRDP) as assistant chief of operations and the primary delegate to the United Nations eco-soc council in Vienna Austria. Mr. Rossetti assisted with the post war assessment of the Iraqi Fire Service an assisted with the re-organization of the Fire Service in the Republic of Montenegro. Mr Rossetti is an expert in the vehicle extrication field and has attended competitions and seminars around the world. He also competed in several international competitions and won several coveted awards.



Ignacio Iturriaga, Spain
Command Chief
Ignacio Iturriaga has over 20 years experience in the fire service and has been the protagonist of many international rescue efforts. Among his endeavors include leading the Spanish rescue operations at earthquakes in Turkey, Iran, and Algeria and in Banda Aceh, Indonesia subsequent to the tsunami. Chief Iturriaga has also ample experience in training and assisting firefighters throughout Africa and Latin America. In 2001 he served with the United Nations Fire Rescue Operations working to rebuild the Fire Service in Kosovo.



Stefan Kimpel, Germany
Chief Officer
Stefan Kimpel, born in Offenbach in 1966 is currently employed as Station Chief, Station 6 and Assistant District Chief of District 4 in the Frankfurt Fire Department. Stefan can boast more than 15 years of service in the Department, contacts around the world and experience of training and tactics in the U.S. (Nashville FD, FDNY) Australia (Queensland Fire Service) and all over Europe. He is also part of the Respond Team for Operational Management of the European Union. In a career now spanning 28 years, Stefan worked under the auspices of both the German government and the United Nations (UNMIK) helping to reconstruct the fire service in Kosovo in 2000, as well as completing Chief's training with training sections at the Munich-FD, Witten- FD, Kassel Fire Academy and Hannover Airfield-FD. This included high-level seminars on personal leadership, safety and administration.



Joe Warner, USA
Chief Officer
Chief Warner is the Director of the FRDP FREE Project. He is now retired after spending thirty years fighting fires in the inner city environment of Irvington, New Jersey, USA. At the time of his retirement he was shift commander of the 4th platoon and had the administrative responsibility of supervising apparatus maintenance, specifications and purchasing.

Simon Rogers, Australia
Rescue Specialist
Simon Rogers is an instructor in the Fire Rescue Development Program, NGO (FRDP) and the founder and chief instructor of the Rescue & Safety Institute (RSI) in Japan. With FRDP he assists in organizing infrastructure, administration, and training programs in developing and war torn countries. He also works within the United Nations and other diplomatic bodies to bring the needs of firefighters to the international community. With RSI he is currently a Special Incident Adviser and Instructor for Tokyo Fire Department and Japan's Fire & Disaster Management Agency. He specializes in High Angle Rescue, Confined Space Rescue, and River/Flood Rescue.

Victor Hugo Fernandez, born in Chile, is a Firefighter/Emergency Medical Technician working for the St. Albert Fire/EMS Services in Canada. Mr. Fernandezfs Fire Service career started in Chile at the age of 18 with Company N. 18 of the Santiago Fire Department. Victor has also worked in the country of Cuba, as a Fire Chief - creating the Fire/EMS Brigade for an isolated Cuban Nickel Mine.
