Special Operations Medical Institute, Italy - Oct 2006

On Saturday, 28 October 2006 F.R.D.P. and the Special Operations Medical Insititute (S.O.M.I.) signed a Memorandum of Understanding and Cooperation. The scope of this partnership is to assist each other with projects that require both Fire Rescue and Emergency Medicine expertise regarding Hazardous Materials incidents. The signing of the agrrement was part of the ceremonies innaugurating the S.O.M.I. headquarters in S. Pio delle Camere, (AQ) Italy. Among those present were public officials representing the Town of S. Pio delle Camere, the Province of l'Aquila and the Region of Abruzzo, representatives of the Italian Armed Forces, Senator Marcello DeAngelis, FDNY Chief (ret'd) Daniel Nigro and Professor Renzo Barbazza of the University of Padova. F.R.D.P. was represented by Chiefs Triozzi (Italy), Rossetti (South Africa) and Iturriaga (Spain) and Firefighters Berisha (Kosovo) and Rogers (Australia).

International Ski Race for Firefighters: Belluno, Italy - Jan 2007

The International Ski Race for Firefighters will be held in the Italian Apls at Falcade in the Province of Belluno from 14-20 January 2007.

Rio Seco, Chile - Aug 2006

The residents of Rio Seco at the southernmost tip of South America don't have a fire station and the nearest firefighters must respond from Punta Arenas, over a half hour away. Subsequent to a devastating fire the citizens of Rio Seco asked he Punta Arenas Fire Department for help that would provide them with their own fire protection. A fire unit was organized for Rio Seco as part of the Punta Arenas Fire Department.

Victor H. Fernandez, a firefighter from Canada of Chilean origin got a call from Mr. Mauricio Pena y Lillo of Punta Arenas asking for assistance. Mr. Fernandez has taken the initiative to assist Rio Seco. Through the generosity of donations there are currently 31 gear bags of fire helmets, firefighting jackets, pants, boots, gloves and three breathing apparatus units in Canada ready to be shipped to Chile.

FRDP commends Mr. Fernandez for the initiative he has undertaken and wishes him the best of luck in his efforts.

Subway Accident: Valencia, Spain - July 2006

Chief Ignacio Iturriaga, an officer with the Valencia Fire Service, is seen in a Spanish publication assisting one of the victim's of the Valencia subway accident of 3 July in which 41 died. The accident was caused when a subway train derailed due to excessive speed and collided with an oncoming train. The Valencia Fire service was the first emergency service on the scene and immediately coordinated rescue efforts.

FDIC Bahrain - May 2006

In May 2006 FRDP participated in the orginization and instruction of the Fire Department Instructors Conference (FDIC) in Bahrain sponsored by Fire Engineering/Pennwell and is the Middle East's compliment to the other Fire Engineering/Pennwell fire training events held in Indianapolis, USA and Cologne, Germany.

Cologne, Germany - March 2006

Chief Gisbert Fait addresses the Fire Engineering Conference sponsored by Pennwell in conjunction with F.R.D.P.

Chief Fait spoke of International Cooperation at large scale disasters. The case study he presented outlined the problems encountered during a massive sulphuric acid leak at the Trepca battery factory in Mitrovica, Kosovo in 2001.
Chief Fait served in Kosovo with United Nations Fire Rescue under the command of Chief Robert Triozzi.

Other U.N.firefighters that assisted at the Trepca incident that went on to become part of F.R.D.P. were Fire Officer Francois Paille and Firefighter Lulzim Berisha.

F.R.D.P. evolved from U.N. Fire Rescue Operations in Kosovo.

Istanbul, Turkey - March 2006

Chief Robert Triozzi took part in the AKUT Rescue Symposium to speak on the Challenges of Fighting High Rise Fires.

AKUT is a Turkish Rescue NGO that sponsored the symposium to commemorate it's 10th anniversary. AKUT has been very active in these years as the protagonist of many large scale emergencies around the world. They are the foremost rescue organization Turkey.

F.R.D.P. and AKUT cooperate closely on a number of projects having begun working together in January 2005.

2000th Anniversary of Professional Firefighting

2006 marks the 2000th Anniversary of the creation of the modern Fire Service as we know it today.

In the year 6 A.D., the Roman Emperor Caesar Augustus formed the "Militia Vigilum", a Corps of public firefighters, to protect Rome from the ravages of fire.

They were professionally trained and equipped and were charged to protect the city and its inhabitants through both fire suppression and fire prevention activities.

The "Vigiles", as the firefighters were called, became one of the most honored organizations in the Roman Empire and they protected the city for over 400 years.

The organization was comprised of 7000 men divided into 7 Cohortes of 1000 men each. The "Chief of Department" was a Prefect who answered directly to the Emperor. In countries where Roman law still prevails, such as in Italy and France, the figure of the Prefect still exists. He is the representative and the authority of the Central Government on the local level and answers directly to the Prime Minister and the Council of Ministers. Today, as it was 2000 years ago, the Chief of the Italian National Fire Department is a Prefect.

The "Vigiles" were equipped with buckets, axes, ladders, wagons that carried large wooden cisterns of water, leather hose and "siphones", which resembled huge hypodermic needles and was operated by two men. The "siphones" would siphon water from a wooden container or drum by pulling up the piston, aim the implement at the fire and then push the piston which would squirt the water that had been drawn into its barrel.

The "Vigiles" would patrol the city at night to sound the alarm and respond to extinguish a fire. During the day they would inspect the markets and shops to ascertain that all utilizing open flame did so correctly or face the punishment of a fine or closure.

The "Vigiles" were also responsible for safety at large public gatherings. While Gladiators fought each other in the Colosseum, the "Vigiles" performed what firefighters today would call "Theater Detail" to guarantee safety and easy egress in case of fire.

Fire and building codes were also developed and certain streets had to be of a wider dimension than the narrow alleys that are still evident in Rome today. These avenues served as fire breaks to divide the neighborhoods to prevent conflagration.

So, we can see that the paramilitary, highly trained Fire Rescue Service as we know it today is a direct result of the formation of that elite "Brigade" in 6 A.D.

Vatican

On 28 November 2005 FRDP was invited to a celebration to inaugurate the newly delivered aerial ladder to the Vatican City Fire Department. The 30 meter aerial ladder was built by BAI of Brescia, Italy and was donated to the Vatican City by Mercedes Benz. Present at the event were: Chief Robert Triozzi (Italy), Chief Stefan Kimpel (Germany) and firefighters Lulzim Berisha (Kosovo) and Brooks Watson (USA).
